Researchers are required to fulfill their research security obligations not only during the course of a research project but also after its completion.
Research Ethics
Research projects conducted at universities are reviewed to determine whether they qualify as security-sensitive research
projects in accordance with the National Research and Development Innovation Act and other relevant laws and regulations.
A security-sensitive research project refers to a research project that requires a certain level of security measures due to the
risk of significant loss to national security, technological competitiveness, or property interests if its research outcomes are leaked.
The criteria for security-sensitive research projects, based on the National Research and Development Innovation Act and
related laws, are as follows:
- Research and development projects related to defense acquisition programs or national security
- Research and development projects related to national core technologies or future core technologies
- Projects involving technologies being developed domestically due to restrictions on technology transfer from overseas
- Research and development projects related to technologies subject to export control, permission, or approval
- Other projects recognized by the Research Security Review Committee as requiring security measures
Key Measures by Research Security Classification
Researcher Security
- Researchers participating in security-sensitive research projects must submit a Research Security Pledge. The same
requirement applies when researchers are changed or newly added to the project. - For major government-funded projects, the participation of foreign researchers and subcontracting to external institutions
are restricted in principle. If unavoidable, prior review and approval must be obtained.
Management of Research Data and Research Records
- Research data related to security-sensitive research projects must be stored in a location equipped with a dual-locking
system. Physical security measures, including access control for laboratories, must also be implemented. - Research records must be prepared based on factual information and managed in accordance with formats and standards
designed to prevent falsification or alteration.
Disclosure of Research Outcomes
- When research outcomes from a security-sensitive research project are to be presented or disclosed externally, a security
action plan must be established and prior approval must be obtained from the Research Security Review Committee. - After the disclosure is completed, related confidential materials must be collected, and records of disclosure history and
relevant documentation must be maintained.
Procedures in the Event of a Research Security Incident
If any of the following security incidents occurs in relation to a security-sensitive research project, researchers must take
immediate action.
Types of Research Security Incidents
- Infringement, leakage, disclosure, loss, damage, or theft of R&D outcomes from security-sensitive research projects
- Leakage, damage, or destruction of systems used to distribute, manage, or preserve R&D outcomes from security-sensitive research projects
Required Actions by Researchers
- Report the incident to the Research Security Review Committee immediately upon becoming aware of it. Contact the department in charge of research security by Email: research-planning@postech.ac.kr
- The report must include the date, time, and location of the incident, the personal information of the person involved, and detailed information on the incident.
